Jean Claude Mutabazi

Program Manager

Jean Claude Mutabazi is a pharmacist and public health consultant with expertise in health systems strengthening, research, monitoring and evaluation, and advocacy. He has worked extensively with public institutions and non-profit organizations to improve health outcomes, expand access to medicines, and advance equitable healthcare delivery.

He currently serves as Program Manager at Bloom Public Health Rwanda, where he leads the development and implementation of country program strategies, oversees project execution, manages budgets, and supports organizational growth initiatives, including contributions to the establishment of the African Vaccine Academy. His role focuses on strengthening national health systems through strategic planning, partnerships, and effective program management.

Jean Claude is a certified leadership trainer with the International Pharmaceutical Students Federation and a Young African Leaders Initiative alumnus. He received specialized training in Cancer Prevention and Control through the U.S. National Institutes of Health and is a fellow of the National Cancer Institute–Center for Global Health, Africa Cancer Control Leadership Forum, and the African Cancer Research and Control ECHO Program. He is deeply passionate about global health and innovative digital health solutions that accelerate access, equity, and impact.

His previous roles include Research Consultant at Society for Family Health Rwanda and Ubuzima Foundation, Executive Director at Rwanda Cancer Relief, and Monitoring and Evaluation Officer with the World Health Systems Strengthening program. He has also served as Program Coordinator for Central and West Africa at The Max Foundation, supporting cancer care programs across multiple countries, and as Co-Founder and Chief Operating Officer of Unitia Pharmaceuticals Limited, where he led operations, regulatory compliance, and supply chain management.

Jean Claude holds a Bachelor of Pharmacy from the University of Rwanda, College of Medicine and Health Sciences. He is recognized for his strong leadership, analytical thinking, and ability to translate policy and strategy into effective action. His work continues to focus on building resilient health systems, strengthening access to essential medicines, and advancing universal health coverage across Africa.
